Frequently Asked Questions

Background on the association’s purpose, local government, growth, and community participation.

What is the Gibsons Ratepayers & Residents Association?

Formed in 2022, the GRRA advocates for sustainable growth and a clear vision for the development of Gibsons. Its mission is to encourage residents, ratepayers, and neighbourhood groups to engage in issues affecting the community’s social, environmental, and economic wellbeing.

What does “sustainable carrying capacity” mean?

It refers to the limits and conditions that shape how a community can grow while sustaining its natural resources, infrastructure, and quality of life. For Gibsons, discussions include land availability, water resources, wastewater capacity, and the costs of serving new development.

Capacity estimates depend on the study, assumptions, and infrastructure being measured. They should be read with their source and date, not as interchangeable figures.

Why do the published aquifer-capacity figures differ?

A GRRA post from November 2024 reported that the Town’s aquifer expert considered the aquifer capable of supporting a population of 10,000 if managed correctly, with 2050 discussed as a possible horizon. Separate 2026 planning material cited roughly 6,000 in connection with licensed water capacity.

These figures may use different measures and assumptions, and the available source material does not reconcile them. Neither should be treated as a current, definitive GRRA position without checking the underlying studies and current Town data. Read the dated issue brief and context.

How are municipal services and infrastructure funded?

Local governments use a mix of property taxes, service fees, permits, development-related charges, reserves, and provincial or federal grants. The rules and eligible uses differ by revenue source, and one-time grants do not necessarily fund ongoing operating costs.
